prepareAD error permission not member enterprise

My exchange server 2019 crash after update CU. i try to recovery but it many error and cannot recover. so i decide to install the new one and completely delete all old config with ADSI edit and start to install Exchange 2019 CU14.

/PrepareSchema complete.

But in step /PrepareAD has error

Active Directory must be prepared with 'Setup /PrepareAD'. However, the current user account doesn't have the permissions required even though it's a member of the 'Enterprise Admins' group. Check whether this is a valid user account.

i try to use another users that have privilege permissions as require, not working still keep error.

    Based on your description, here are some suggestions for you:

    1. If you have a large AD environment, it may need some time to wait until AD has finished replicating the schema changes to all DCs.
    2. Please double-confirm that the current computer that run /PrepareAD needs to be a member of the same AD domain and site as the schema master and must be able to contact all of the domains in the forest on TCP port 389.
    3. Try to re-login this computer with the admin account that is a member if Schema Admins and Enterprise Admins security groups. Run windows powershell as administrator to /PrepareAD again.
    4. Do you have any other computers that is a member of the same AD domain and site as the schema master? If so, please copy the ISO image file to this computer and use the administrator account with required permission to /PrepareAD again.
