The error message you're encountering indicates that the VM size Standard_DS3_v2 is currently not available in the CanadaEast region due to capacity restrictions. This can happen when there is high demand for that specific VM size in the selected region. This issue can happen across multiple regions if demand is high, especially for popular SKUs like DS3_v2.

To resolve this issue, consider the following options:

1. Try a Different VM Size - Select a different VM size that is available in the CanadaEast region or any other region you are trying.
2. Change the Region or Zone - If you have already tried multiple regions, ensure that you are checking the availability of the VM size in each region. Some regions may have more capacity than others.

You can also use the Azure CLI or PowerShell commands to check the available VM sizes in a specific region. For example, using the Azure CLI, you can run:

az vm list-skus --location CanadaEast --size Standard_D --all --output table

This command will help you determine if the Standard_DS3_v2 size is available in the CanadaEast region.

If the issue persists, you may want to consider submit a SKU request to Azure Support for the specific VM size you need.

@Ganesh Gurram , As suggested, I checked the available SKUs in other locations using the CLI command. If sku is available, I deployed Databricks in that location, but still got the same error. I did use the same procedure in 4 different locations. In all 4 locations, I got the same issue.
