P15 disk in Azure is indeed 256 GB and that’s by design. Microsoft defines P-disks by performance tier, and P15 always means 256 GB (not 100 GB). This is by design-Microsoft provides certain disk sizes as defaults for SQL Server images to ensure recommended performance and reliability

In Azure, you can't shrink a P15 disk to 100 GB. Instead:

If you want 100 GB, you'd need to choose a smaller P-tier, like P10 (which is 128 GB minimum) or even a P6 (64 GB).

But P10 is 128 GB, and you can create a 100 GB partition inside it if needed — but the disk billed size is still 128 GB.

Conclusion: You must either accept 256 GB if you really want P15 or adjust and take P10 (128 GB) disk (smallest possible close to 100 GB). After deployment, you can add additional disks or expand existing ones, but you cannot reduce the size below the default minimum for the disk tier.

Azure does not provide a direct option in the VM creation wizard to specify outbound data transfer amounts or to pre-select inter-region transfer types. Outbound data transfer between Azure regions is automatically measured; you do not need to configure it during VM creation. You are billed according to Azure’s inter-region data transfer rates.
