Cumulative Update 2025-04 Windows Update (KB5055523) Does Not Install

I am having an issue with Cumulative Update 2025-04 Windows Update (KB5055523) not installing. I have tried to install it on a couple of our servers (Server Core and GUI) and it fails with a "retry." I have tried the following:

Ran PowerShell as an administrator, and ran the following commands:

net stop wuauserv

net stop cryptSvc

net stop bits

net stop msiserver

Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

Ren C:\Windows\System32\catroot2 Catroot2.old

net start wuauserv

net start cryptSvc

net start bits

net start msiserver

Rebooted PC.

Went to the Windows Update Catalog and downloaded the files for Cumulative Update KB5055523 and attempted to manually install them and the install still fails. Am I doing something wrong?
