Where do we get support for Office LTSC Standard 2024 that appears in the Admin Center?

Microsoft Support at the Admin Center says we have to reach out to the people that sold us the licenses, an official non profit partner. We did, they verified these aren't Volume Licensing keys. Microsoft Support now says we need to reach out to the VL center, but this is a paid support help and we don't have volume licensing products. We've been without functioning Office going on 3 months and we're exasperated trying to get this resolved.

We've gone through the steps with the download link here and ultimately we can't install Office because Netframe 3.5 won't download. We've tried the offline DISM from source disk and that fails too, along with a half a dozen other suggestions and fixes.

Microsoft Support at the Admin Center gave us a link which apparently is the OTD for VL Office...and...it works! The product installs. Unfortunately our keys aren't VL and this OTD apparently is for the VL product.

Background: All the stand alone Microsoft products got bought under a single username/password, and then this was used on all the computers for Office. We had the correct # of licenses, but the computers would constantly need to be relogged in because it probably looked illegimiate the same account was on dozens of machines. After a very long back and forth, Microsoft said they coulidn't move the keys. So we bought new stand-alone keys that are on the Admin Center.
