So usually, we call each other like this:

However, trying both the number (0**** and 1**) while having my country code selected also leads to the same error. What gives?

Looks like any number entered also leads to the same issue. this is frustrating. my services are all disabled :/

Make sure your phone can receive calls or SMS messages from a United States-based number, and double-check the phone number you entered, including the correct country code.

To address the issue, we contacted our support team and raised a ticket with the Azure Subscription/Account Review team.

A support engineer from the Account Review team will remove the block on your account phone number, allowing you to sign up for a new Azure tenant without any problems.
