How does the Privacy Setting: Let Apps Access Location work?

I am looking to understand how Intune is able to track a device's location, when the privacy setting "Let Apps Access Location" has not been configured to any group. As well the device's "Let apps access your location" is turned off. Is there a service in the background that Microsoft is using to obtain this information?
