This issue has been solved.
The issue was that the retirement date of the Azure Database for Postgres single server has passed and we did not migrated to Azure database for Postgres flexible server , so Microsoft has disabled the server from the backend. It's now enabled and we are now given 30days to migrate.
Thank you and greatly appreciated the assistance provided.
If i have issues or need help on migrating then i put another thread.
