Developer for Windows and Xbox Grayed out when choosing account type.

I have a problem where I can't use my Xbox Series X with the Developer App since my options on choosing my type of account are grayed out. I need to choose as individual but it only lets me choose ad a company with a $99 fee. I can't seem to choose anything else, and if trying to choose a different or creating a new accoun't it won't let me log out oe choose a different account. Im stuck I need help on this.
