Google Tag Manager does not fire in the portal

Yes, this is the article. This is the only post on the topic I could find.

There are no errors, moreover, I can even see the Google Tag Manager code inside. It just doesn't fire for some reason.

Thank you. That's the thing, nothing fires.

There is a tag that is supposed to embed a particular piece of code on page view, no conditions, nothing. The most simple requirement imaginable. And it's not happening.
