Unable to burn a DVD Disc in Windows 10 Pro (22H2)

I have been trying to burn a DVD Disc with Roxio Creator NXT9, the program is unable to find a burning device. It doesn't matter if I am signed into my MS Account, or a local user. If I reboot the machine into SAFE MODE, the drive shows up in NXT9. If I turn OFF UAC , the drive shows up in NXT9. Leaving UAC off is a security problem. What steps can I do to diagnose this issue? I poured through GPEDIT and Local Security Policy trying to find the root of the issue. My burning device works (I installed it on another system (Linux) and it works flawlessly). Any and all help will be most appreciated.

    As it:

    Works in Safe Mode

    Works when UAC is disabled

    Works on another machine (Linux)

    It suggests that the Hardware is fine and it's definitely a software permissions/access-level issue in normal Windows mode.

    Open PowerShell as Admin and type:

    Get-WmiObject Win32_CDROMDrive

    What do you find?

    Right-click Roxio Creator NXT9 shortcut → Run as Administrator

    See if the drive appears now.

    Try with a different DVD burning application to check the issue.
