Unable to delete costly API Managment Service instance - Stuck in 'updating' state.

I am unable to delete a previously created APIm instance, as the service appears to be stuck in a 'updating' state. The updating status has persisted for about 5 hours now. Our account is not designed for long term use of services, and we do not wished to be billed for the service - especially since its now not even usable.
Previous to the issue, we initiated a downgrade from premium tier to developer tier. The APIm instance is in VNET internal mode.
The APIm is called "APIm-test-jc-delete".
Please let me know how I can delete this resource.

I'm still unsure why the instance was stuck in 'updating' for nearly 6 hours, but I suspect its related to the Public IP group I attached during my testing.
If some error occurs during the updating process on the backend, do you happen to know long it takes for the system to timeout?

Unfortunately, we haven't found any information in our documentation which could provide details on the maximum time an APIM resource could end up in this state. Based on our observation with various instances, we have seen scenarios where the instance could end up in an updating/transitioning state for several hours. If you notice this behavior again, please do not hesitate to reach out to us. We would be able to clear the resource from the backend.
