
Microsoft Edge - How to fix "User Actionable Error - Needs passphrase" Edge not Syncing

I have a business user account who when he signs into a new computer, new edge profile, it continually says "not syncing". I've signed him out and back in and have attempted to restart edge by renaming the User Data folder and trying again. The user doesn't recall setting any passphrase, I can't find under his account were I could clear this. Any clue on what this might be or how to resolve this issue. All other users using edge have zero issues logging in. There's not risky user behavior in the Admin portal for this users.
