Inconsistent AppLocker Policy Application via Intune

AppLocker policies have been configured using the Intune Graph API, but there are issues with version consistency upon deployment. A recent change was made to one of the XML files, and it appears that when deployed to a device, the version may not align.

For instance, a user on a new device initially receives the old XML file, but upon restarting, it updates to the new version. The previous device configuration associated with the old XML has been deleted, so it should not apply anymore.

What could be the reason for the current version of the policy not being applied immediately?
