Have you tried removing the work profile itself from your device? This is not automatically done by uninstalling or reinstalling the company portal application.
We had a similar issue which was caused by a conflicting work profile already installed on the device.
Depending on the Android version you are running it might look different. But it should be located around:
- Settings > Accounts and backups > Manage Accounts
- Select work account at bottom
- No uninstall all the previous work profile(s)
