Cant add the OracleConn.dll to the tools in VS 2019 Community

Running VS 2019 Community on an AWS EC2 instance with Windows Server 2025 and SQL server 2019.
I've installed the MicrosoftSSISOracleConnector-SQL19-x86 connector.
When I use the tools menu to Choose Toolbox Items and browse to the Oracle DLL.
When I click on open I get this error:

the file 'C:\Program Files (x86)\microsoft SQL Server\150\DTS\connections\OracleConn.dll' is not valid

I need to get this issue fixed ASAP.
