Can a Windows 10 PC which is enrolled in Intune device management be remotely managed directly without user‘s permission by TeamViewer?

I have read the following link, but still having this question.

By the way, can a Windows 10 PC remotely have applications installed or uninstalled? If so, does this include third-party applications like antivirus software?
