Agreed - but that's the best you can do at this point. Things (understandably) have changed once Sysinternals became part of Microsoft (and Mark Russinovich was brought on board).

I'm not a Microsoft employee - so cannot really provide an authoritative response on the subject (I gather very few could), but making tools like Sysinternals open source would be (at least to some extent) akin to open sourcing the underlying OS (presumably the current versions of the tools do rely on an inside knowledge of the OS internals). More specifically, open sourcing the code of Sysinternals tools would be problematic from a security standpoint because it could reveal the underlying implementation details, making it easier for attackers to exploit vulnerabilities or reverse-engineer the tools for malicious purposes. There is also an intellectual property aspect of it simply because Sysinternals tools are deeply integrated with Windows.
