I tried to create a new DP on windows 11, but it failed to distribute content to the new DP, I checked the distmgr.log get the error message:
Failed to open certificate store "xxx.xx.xx" (0x80070035)
Failed to UpdateIISBinding
SMSDP::CreateVirtualDirectory - Failed to CreateVirtualDirectory SMS_DP_SMSPKG$ for DP xxx.xx.xx using smsdp, error = 80004005. Will retry in 5 seconds
Have you given the site sever’s computer account administrative rights on the device meant to be hosting the DP role? Your issue appears to be with missing permissions.

Ensure the DP server meets all prerequisites for SCCM, including supported OS versions and roles/features.
Confirm network connectivity between the SCCM site server and the DP.
If the issue persists, consider removing the DP role and reinstalling it.
