Why is the TOC text black when the style says it should be blue?

Hello, I have a question about this simplified document:

If you place your cursor on "Tester" in the table of contents, if you click on the styles you will notice the style is set to "Hyperlink". When you check the styles.xml for the Hyperlink style, you will notice it has the color set to blue. However, in the document the text renders as black. Why is that? Is there some property that overrides the color in this case or does a different style get applied?

    TOCs use multiple styles. The hyperlink character style normally does not display. Instead it is over-ridden by the TOC 1, TOC 2, TOC 3, etc. paragraph styles that format the different levels of the TOC.

    If you want the TOC to display with blue text, format the TOC styles with that font color.
