From your description, I know you want to enable Notify Me When a restart is required to finish updating setting using Intune policy on windows 11 devices and want to know if there will be conflict with the WUFB update ring policy with the setting of "Use the default windows update notifications".
Based on my research, I find an article that can help you enable Notify Me When a restart is required to finish updating via Intune policy.
https://www.anoopcnair.com/enable-disable-auto-restart-notifications/
Non-official, just for reference.
Moreover, it will not cause any conflict and if you if Windows Update for Business (WUFB) update ring is set to "Use the default Windows Update notifications", enabling this policy will still ensure users receive restart required notifications. And it is suggested that you enable both of the settings to ensure the end users get Windows update notifications in time.
Hope it can help you.

Fun fact though. this setting appears to be controlled via this registry key. (but i don't know if its supported or not, so i am not sure if i should roll it to production.....)
RestartNotificationsAllowed2 (0 toggles it off, 1 toggles it on).
