Win 11 24H2 - Cannot Install Sandbox - Have to Manually Install Cumulative Updates

Since upgrading to 24H2 I've had a lot of trouble with Feature Installations and Cumulative Updates.

Sandbox was working fine prior to 24H2 but after updating the sandbox wouldn't open.

I disabled the feature and upon trying to re-enable it after rebooting it slowly reaches 92% and never completes.

It reboots 3 times to 92% before a final reboot back into windows without having the feature installed. The whole process takes over an hour to fail back into Windows without installing anything.

I have tried all repair and recovery options from SFC to DISM to Windows Updater Repair to Factory Reset to clean format and reinstall of Windows 11 pro.

A day or so after fully formatting the device and installing Windows clean there were two cumulative updates on windows update - one for Windows and one for .Net.

Neither of these installed through Windows update. The .NET one downloaded and went right through install to fail on reboot and the Windows update never downloaded past 6%. A few reboots and several hours of waiting and still neither one installed.

I downloaded the stand-alone installers for them both, and even then I had to try 3 times each before they would finally complete.

Nothing has helped install the sandbox. It's a shame. This feature has been very helpful in my current role and I'd love to be able to keep using it but I can't roll back to pre 24H2 due to security policy.

Looking through the list of features there are a number that cover things like VMs and Containers so I thought I'd try one-by-one enabling those before trying Sandbox again. I also cannot install the "Container Server" feature with exactly the same symptoms. If this is a requirement for the sandbox the issue may actually lie with that feature.

I assume at this point it's a hardware / driver / firmware issue but any info would be helpful. The CBS logs are not helpful. They're peppered with registry key or file not found errors that it claims are not critical before apparently detecting a hang and rolling back. Zero clear indication of any proper failure AFAICT.

Device is MSI Summit E14FlipEvo A13MT

Intel Core i7-1360P

Firmware/BIOS is up to date - virtualisation is enabled

All other drivers appear up to date also

    "C:\Program Files\WindowsApps\MicrosoftWindows.WindowsSandbox_0.3.1.0_x64__cw5n1h2txyewy"

    to

    ***"C:\Program Files\WindowsApps\MicrosoftWindows.WindowsSandbox_0.3.1.0_x64__cw5n1h2txyewy.old"
