Cannot install feature "Centralized SSL Certificate Support" on Windows Datacenter 2019

My email server (SmarterMail) upgrade needs the Windows feature "Centralized SSL Certificate Support" in order for it to work. I am running on Windows Datacenter 2019. When I try to install the needed feature (through server manager Add Roles & Features, under the Security node) it fails with "The referenced assembly could not be found. Error: 0x80073701" So I have no email at this moment, except my Gmail backup email address.

I have run SFC and DISM with the parameters that Microsoft specifies, and have rebooted the server, but the same error keeps happening. I would try PowerShell with the "Install-WindowsFeature" command, but I am not sure how to refer to the needed feature, and I am not sure it will work anyway.

Is there any other secret to allowing this one little feature to get installed?

    1.Specify Source Path:

    When running the DISM tool, specify the source path to the installation media.

    Open Command Prompt as Administrator and run:

    DISM /Online /Cleanup-Image /RestoreHealth /Source:E:\sources\sxs

    Replace E:\sources\sxs with the correct path to your installation media.

    2.Repair Install:

    Consider performing a repair install of Windows Server 2019. Run the setup.exe from the root of your installation media. This can help restore any missing files.

    3.Windows Update Troubleshooter:

    Use the built-in Windows Update Troubleshooter to identify and fix issues with Windows Update. Go to Settings > Update & Security > Troubleshoot > Windows Update.
