Hi all, In my tenant, a normal user can login to exchange admin center https://admin.exchange.microsoft.com/#/groups and create distribution list as below How to prevent this ?

That's controlled via the Role assignment policy, as detailed for example here: https://learn.microsoft.com/en-us/exchange/permissions-exo/role-assignment-policies To disable this feature, assign a policy that has the MyDistributionGroups role removed. In addition, you can consider removing the MyDistributionGroupMembership role as well, to prevent users from joining/leaving groups on their own.

Vasil Michev is right. Whether users can create communication groups is determined by the MyDistributionGroups role in the Role assignment policy.

Since this role is enabled by default, if you want to organize users to create distribution groups, you can remove them in EAC or use PowerShell. The following procedure is for your reference.
