Attempting to set up Kiosk mode on Windows 10 Education causes settings.exe to hang and crash

Says it all in the title really, attempting to set up Kiosk mode on Windows 10 Education causes settings.exe to hang and crash. This is on a Surface Pro 3 for what it's worth. Any ideas what could cause this/how to fix it?

    If the Kiosk application is not a UWP application, I recommend using Shell Launcher rather than Kiosk mode: https://learn.microsoft.com/en-us/windows/configuration/assigned-access/shell-launcher/?tabs=intune
