Are Microsoft Partner Success Core licenses (such as the Windows Server licenses and CALs) considered a subscription for Azure Hybrid Benefit? If not, is it a benefit that can be used in Azure as a Bring Your Own License that would provide a benefit similar in that respect to Azure Hybrid Benefit?

The Azure Hybrid Benefit states: "To qualify for Azure Hybrid Benefit for Windows Server, you need on-premises core licenses for Windows Server from an applicable program with active Software Assurance or qualifying subscription licenses." [emphasis mine]
