How to troubleshoot Windows HLK mini driver certification test failures?

I have set up a Windows Server 2019 and client for Microsoft HLK mini driver certification test. However, I'm encountering a test failure with exit code 32. The error message says cmck.exe certify failed on start of test execution. Any suggestions on how to fix this issue?
