Power BI failing with Bulk Load failed error

Power BI refreshes failing with the following error -

Microsoft SQL: Cannot bulk load because the file "https://rbssynapselinkstorage.dfs.core.windows.net/dataverse-rbsprod-unq0bb23ed3d417ef119f85000d3a130/deltalake/hierarchytreetable_partitioned/_delta_log/00000000000000000611.json" could not be opened.

Any inputs on why?
