Does the issue occur in the Teams web client?
If the issue does not occur in the Teams web client, try updating Teams to the latest version and clearing the Teams client cache.
Microsoft 365 admin users have access to diagnostics that can be run within the tenant to verify possible issues that affect uploading files to Teams chat. Please select Run Tests. This will populate the diagnostic in the Microsoft 365 Admin Center.
