Garbled characters appearing in Oracle CPQ Application

Hello,

There is a user utilising Kohler Oracle CPQ Application. When opening any quote in CPQ application he could see all the details are viewed as garbled characters instead of english language.

We suggested the given workaround by taking the reference of article on the microsoft forum but didnt work.

can you please look into it and suggest the workaround and fix.
