Activating Outlook Premium on iOS

I have a user whose email is Google Workspace, but they like to use Microsoft Outlook.

We purchased a 365 Apps for Business license for them, but we don't know how to activate the premium version of Outlook on his iPhone so he does not receive ads.

We activated it on his Mac by clicking "Purchase Microsoft 365" and then signing in with the credentials for the account that has the 365 Apps for Business license.

However, when we try to sign in on the iPhone Outlook app with that account, we are presented with configuring IMAP settings. This account does not have an email associated with it and is only used for activating Microsoft 365 apps. How should we go about activating the full version of Outlook on his phone so he does not receive ads?

We also tried downloading the Microsoft 365 app and signing into it with the Apps for Business account and then launching Outlook, but it did not activate the premium version and remove ads.
