Microsoft Store updated the version on clients without publishing.

We deployed the new manifest of Outlook Add-in (product version 4.26.15) but we did not press publish button. But the new version still appeared on clients. There should have been a version 4.25.3. It means that the product was released without verification. Is this correct or should the product be verified?
