How can we control SFTP/FTP access through a third-party tool on Windows devices using Purview or Defender for Cloud Apps?

In our environment, we use various FTP clients to access the FTP server. However, we need to restrict FTP access on certain devices while still allowing SSH access to the server. How can we achieve this?
