Before publishing the app to the app store should I add licensing or that will be added by the store?

We have built the desktop app using python and we now want to create the MSIX file to upload it the store. But been our first app we are not sure weather we must add licensing codes using Laas (like licensespring) or not? Secondly, we are wondering if it's possible to add the microsoft ads to our python app so we can offer it for free in the store and earn from ads and how can we can do that?
