Unable to access Viva Insights with Global Admin Account - showing org hasn't turned on access

Hi All

I am doing some copilot readiness checks within a tenant and one of the things I want to be able to access is the Copilot Dashboard within Viva Insights. This should be located in https://insights.cloud.microsoft/#/CopilotDashboard

However, whenever I try go to that url within the session I get the error:
"Your organization hasn't turned on access to Viva Insights for the web or in Microsoft Teams for you."

From the Admin centre, Microsoft Viva > Viva Insights control panel (Setup & Management) I can check the Access Settings for the Copilot dashboard and my GA account is indeed listed.
My understanding is that GA accounts do not need to be licensed for Copilot in this respect - they have access to the dashboard by default from a management perspective

When I query tenant via PS on get-myanalyticsfeatureconfig for standard users I get amongst other things, IsDashboardEnabled = True
However, when the identity is my GA account I get an error stating:
*The following authorization requirements are not satisfied: ShardExistenceAuthorizationRequirement.

What am I missing here? I don't believe this is specifically a copilot dashboard issue but the broader insights access.

    Please go to Microsoft 365 admin center>Settings tab and select Microsoft Viva, then Viva Insights>Under Viva Insights in Microsoft 365, select Manage settings for viewing the Copilot dashboard. Then check if the user is assigned permission:

    I got the same error message. Only after I assigned myself one of the below licenses, I was able to view the dashboard.

    The Microsoft Copilot Dashboard in Viva Insights is available to any customer with a Microsoft 365 or Office 365 subscription for business or enterprise, and who has an active Exchange Online account. Neither a paid Viva Insights license nor a Microsoft 365 Copilot license is required to view the dashboard. (https://learn.microsoft.com/en-us/viva/insights/org-team-insights/copilot-dashboard)
