Microsoft Developer account sign up not working "Something went wrong"

Attempting to sign up to Microsoft Developer account, I get "something went wrong" on most pages.
In particular the payment page, on the occasions I'm able to get to it, won't let me go any further.

recommended I submit a ticket here:

but in my case, at least, that is also not working.
It the support ticket page is requiring me to select a "Workspace" before I can submit a ticket. But I have no workspaces available to select, so I can't submit a support ticket either.
I'd be hugely grateful if anyone knows how to sort it out. I suspect I need someone from Microsoft to do something on their side.

Go to Contact us tab , find Non-Technical Support - Dashboard and choose SUBMIT AN INCIDENT. You could talk to the store team directly and confirm this behavior. The store team could check the status of your account in the back end.

However when I go through the process of submitting a ticket at the place you have recommended, if I am honest with the system about the issue having to do with the Partner Centre, it tries to re-direct me to the online support system which, as I showed above, is broken.
The "Go to Partner Center" button, just takes me back to this page where I need a "Workspace" in order to submit a ticket and I don't have any workspaces nor any ways of adding a Workspace that I have found.
Alternatively, if I try to just select whatever category to submit the ticket, (even though the category is wrong - ie. not "Partner Center" - then I mostly just get told I haven't got a support package that allows me to submit a ticket.
So I would have to purchase a support package for a problem I don't actually have in order to be able to get a message through to Microsoft to tell whoever that their Partner Center Developer Account sign up process is broken.

I am having the same problem with the payment step while signing up for an Individual developer account to submit apps and games to the marketplace.
"Something went wrong. Please contact support. (ReferenceId: ____)"
Has anybody tried any troubleshooting steps yet? If yes, let me know if there are any specific details or steps required for this.

2024-03-07T16:14:47.6766667+00:00 Some developer has obviously done some error message update to make it look like the system is less broken without actually fixing it.
Now instead of saying "Something went wrong... " ... et cetera, it now says:
"Payment failed due to insufficient balance. Please check with your bank or try again with a different card."
But that is just a lie.
I tried two different payment cards, both of which I am able to make payments for other things on, and both of them got this same response.

But I have to say that this issue needs to be checked in the backend and only the Store team could confirm that. Sorry to say that our forum support can't help more about this, so it is suggested to open a free support ticket for this. Open the link, then go to Contact us tab , find Non-Technical Support - Dashboard and choose SUBMIT AN INCIDENT.
Please remember not to change the Product and Support Type which is automatically filled when you navigate to the page. The image you share shows that you are trying to create a ticket for MPN not Partner Center.
At last, if you have created a ticket and didn't get response from the ticket more than 2 business days, you could come back and share the ticket number here. I'll send it to the team and ask them to take a look at it.

2024-04-30T14:13:53.57+00:00 Still no resolution from Microsoft for this ! I think it has been 3 months now, since I started trying to get a Microsoft Store account. Microsoft just deny that there is a problem, and refuse to help.

Microsoft should be more honest with developers who actually want to deliver good software.
We just need a proper support.
