    Hello,

Thank you for posting in Q&A forum.

Do you have any restriction of the Windows 2019 DC OS version?

If you are installing common OS, I would recommed you to download a new Windows 2019 DC OS from Microsoft Windows Evaluation Center in case there's anything wrong with the image.

    Evaluation Center URL: https://www.microsoft.com/en-us/evalcenter

To test the image issue, you can also install the OS on another PC to see if there's any difference.

I hope this answer can help you well.

    Best Regards,
    Shujun

    Try this:

    • Make a 2019 ISO with all the updates added into it via DISM
    • Load directly the driver into the ISO (megasas35.sys)
    • Make the installation via Intelligent Provisioning

It isn't necessary to mess around with DISM

Just format a USB stick exFAT and copy the Server ISO to it

Run Intelligent Provisioning and select install from USB file

Intelligent Provisioning will format the disk, copy over the files and install everything including drivers from it's own store
