Please try the following steps mentioned in the Troubleshooting guide.
Issue: You see the message 'You are not eligible for an Azure subscription'
To resolve this issue, double-check whether the following items are true:
- The information that you provided for your Azure account profile (including contact email address, street address, and telephone number) is correct.
- The credit card information is correct.
- You don't already have a Microsoft account that uses the same information.
If all of the above is correct, I suggest you contact the Microsoft Azure Sales over here or creating a free support ticket with the Billing team.
