A Center of Excellence (CoE) is the organizational vehicle that turns strategy and intent into repeatable, trusted execution. It isn't a committee, a silo, or merely a governance function. It's the team, and the operating rhythm, that lets the rest of the organization build, deploy, and run agents safely. A good CoE makes the safe path the easy path: guardrails that help teams move faster, proven or "golden" paths that support speed without increasing risk, and a lifecycle process the whole organization uses.
Without a CoE, each team builds agents independently, uses different standards, to varying quality levels, with no shared learning. The first five agents work fine. By agent 50, you have a governance crisis. This series of articles explains how to build a CoE and avoid that problem.

What a CoE is not
Three failure modes are worth naming before you start:
- The gatekeeper. Reviews everything, enables nothing, and becomes the bottleneck. Teams route around it and build shadow agents.
- The ghost. Launched with fanfare, then has no operating rhythm, no decision authority, and no active membership. It exists on paper only.
- The perfectionist. Won't let anyone ship until governance is "complete." Governance is ongoing. Perfect governance with no agents in production isn't an achievement.
Each approach creates more risk than it prevents, either by blocking adoption or by giving false confidence that governance exists when it doesn't.
What a CoE does
An effective agentic CoE performs four functions:
- Governs. Sets release gates so nothing reaches production without appropriate review, and keeps audit logs of who built and approved each agent and what it does.
- Enables. Equips makers with golden paths, templates, training, and a community, so building an agent the right way is the easy way.
- Optimizes. Monitors quality, cost, and value across the agent lifecycle, and feeds what it learns back into the agents and the standards.
- Scales. Turns what works in one team into a repeatable pipeline the whole organization uses.
The CoE doesn't replace your existing governance. It adds agent-specific capability on top of your security and compliance, cloud and IT governance, Power Platform or low-code CoE, Microsoft 365 governance, and responsible AI functions. It fills the gaps that agents create: ownership, lifecycle, decision rights, and monitoring.

- Build reusable assets and golden paths: Make the safe path the fast path.
Adoption and value
- Enable makers and grow the community: Enable makers through skilling, champions, and community of practice.
- Run the CoE operating rhythm: Establish weekly, monthly, and quarterly reviews.
- Monitor, measure, and report value: Monitor adoption, governance coverage, and business value.
